ECOH provides comprehensive environmental and occupational health oversight for a high-volume facility featuring an indoor firing range and an integrated gunsmith shop. This engagement is defined by a rigorous, long-term commitment to continuous re-assessment, ensuring that both the heavy-use training area and the technical maintenance systems remain safe for instructors, technicians, and support staff.

 

 

Regulatory Requirements & Compliance

Under Ontario’s O. Reg. 490/09 (Designated Substances), lead is strictly regulated. Because the facility processes a high volume of ammunition, it is legally mandated to maintain a Lead Control Program. This requires verifying that airborne lead concentrations stay below the Provincial Occupational Exposure Limit (OEL) of 0.05 mg/m³ and that settled dust does not migrate into non-operational areas.

 

 

Challenge

The primary challenge in a professional range environment is the “invisible migration” of lead dust. Beyond the firing line, lead particles can settle on the floor, countertops and other surfaces, or be pulled into the HVAC system and redistributed to administrative zones. The facility required high-frequency data collection to verify that engineering controls (ventilation) and specialized cleaning protocols are effectively containing lead fume and lead dust hazards under varying operational loads.

 

 

Deliverables

  • High-Frequency Monitoring: Execution of bi-weekly sampling events, totaling 26 site visits to capture data across all seasonal and operational shifts.
  • Comprehensive Surface Analysis: Collection of 15 dust wipes from various strategic locations during every visit, including gunsmith benches, HVAC intakes, and administrative surfaces, to track dust migration.
  • Bi-Annual Air Quality Testing: Integrated “active fire” air sampling to measure real-time inhalation risks for staff and users.
  • System Verification: Technical assessment of “push-pull” airflow systems and the efficacy of HEPA-filtered maintenance equipment.

 

 

Outcome

Through this intensive monitoring schedule, ECOH provided the facility with a granular data map of their environment. By identifying “hot spots” through the 15-point wipe protocol, as well as air quality testing, we enabled the client to refine their cleaning schedules and hygiene practices in a proactive manner. The result is a facility that maintains a perfect record of regulatory compliance and provides documented “peace of mind” to employees that their workplace—and the equipment they service, meets the highest safety standards.
