Project Overview

Our client, a private property owner, engaged ECOH to conduct environmental services for the re-development of a 1.156-hectare vacant lot located in Niagara Falls, Ontario.

Our client required our expertise to support their future residential development plans, which included constructing new homes on the site. However, before commencing construction, they needed to ensure that the property was environmentally safe and compliant with regulatory requirements.

To address these needs, ECOH conducted a comprehensive assessment of the site’s environmental conditions, including Phase One and Two Environmental Site Assessments (ESAs), soil remediation activities, geotechnical investigations for the proposed residential development, and preparation of a Record of Site Condition (RSC) in accordance with O. Reg. 153/04 (as amended).

Our team worked closely with our client to provide detailed reports and recommendations, ultimately supporting their goal of achieving RSC approval and paving the way for the successful re-development of the site into a thriving residential community.

Regulatory Compliance

  • Complied with O. Reg. 153/04 (as amended).
  • Met requirements for Phase One and Two ESAs.
  • Ensured accurate reporting and submission of RSC.

Project Challenges

  • Identified three areas of potential environmental concern (APECs).
  • Fill/debris material of unknown soil quality associated with demolition of former on-site buildings and historic dry cleaning operations.
  • Historic presence of dry-cleaning operations at a neighbouring property.
  • Presence of contaminants such as petroleum hydrocarbons, benzene, toluene, ethylbenzene, and xylenes (BTEX), VOCs, Polycyclic Aromatic Hydrocarbons (PAHs), Metals, Cyanide (CN-), Arsenic (As), Antimony (Sb), Selenium (Se), Hexavalent Chromium [Cr(VI)], Boron-Hot Water Soluble (B-HWS), Mercury (Hg), low or high pH, electrical conductivity (EC) and sodium-adsorption ratio (SAR).

Key Deliverables

  • Completed remedial excavation program.
  • Conducted geotechnical investigations for proposed residential development at the site.
  • Advanced fourteen boreholes at the site.
  • Five of which were extended with Dynamic Cone Penetration Tests (DCPTs).
  • Prepared Phase Two ESA Conceptual Site Model (CSM) in accordance with O. Reg. 153/04 (as amended).

Outcomes

  • Successfully filed initial RSC with MECP in August 2023.
  • Addressed comments from MECP through supplemental investigations and re-submitted revised RSC.
  • MECP acknowledged the revised RSC submission in February 2024.
